2008-2009 Nominating Committee

The committee presents the following nominations for inclusion on the ballot for 2008-2009 WSPE officers:

President - Michael Lefebvre
President Elect - Chris Stamborski
VP - Matt Richards
VP - Tracy Pinkowksi
VP - Chad O’Donnell
Secretary - Angela Hanz
Treasurer - John Parisi

  • Note that we are electing a president and president elect this year because there was no president-elect elected last year. Michael Lefebvre served in that capacity beginning part way into the program year under board appointment. There is no nominee for National Delegate because this is the 2nd year of a two year term.

Brief Biographical Sketches of each candidate follow:

President nominee
Michael J. Lefebvre, P.E., Graef, Anhalt, Schloemer & Associates, Inc. (GAS), Green Bay (Fox River Valley Chapter)
Michael received his B.S. degree in Civil Engineering (cum laude) from Michigan Technological University in 1970 and his M.S. degree in Engineering Management (summa cum laude) from Milwaukee School of Engineering in 1999. He currently is a Vice President and Regional Office Manager for GAS in Green Bay. He has held numerous professional positions up to and including Past President of the A.S.C.E. Fox Valley Branch and Wisconsin Section, Past President of the W.S.P.E. Fox River Valley Chapter, and Past President of the Wisconsin Land Information Association. Michael has been a member of W.S.P.E and N.S.P.E since 1975 and has attained the grade of Fellow with A.S.C.E. Michael’s other professional memberships include AWWA, APWA, WRWA, Tau Beta Pi, and Chi Epsilon. Michael is a practicing mediator with the Mediation Center of Greater Green Bay and currently is the chairperson of the Project Lead The Way Steering Board for a consortium of Green Bay area school districts. Michael is a registered engineer in Wisconsin, Illinois, Iowa, Michigan, Minnesota, North Dakota, South Dakota, Montana, and NCEES.

President Elect nominee
Chris Stamborski, P.E. - R.A. Smith & Associates, Inc., Brookfield, WI (Metro Chapter)
Chris has worked for eight years in the Municipal Services division at R.A. Smith & Associates, Inc after graduating from Marquette University in 2000. Chris’s responsibilities at R.A. Smith include the planning and design of streets and utilities, administering construction contracts, and serving as an engineering representative with client municipalities. He has been a member of NSPE since 1999, serving on the Waukesha Chapter Board (now Metro Chapter) for five years including the Past-President, President, President-Elect, Vice-President, and Secretary, and remains active in the planning and coordination of local Chapter activities. He is currently serving as Secretary on the State Board. He received the Waukesha Chapter and State Society Young Engineer of the Year award in 2007, along with being named Young Professional of the Year by The Daily Reporter and Wisconsin Builder magazines as well as 2007 Trendsetter in the November issue of Public Works Magazine. Chris is a registered professional engineer in Wisconsin.

Vice President nominee
Matthew Richards, P.E. Strand Associates, Inc., Madison, WI (Southwest Chapter)
Matt has worked in the consulting engineering field since his graduation from the University of Wisconsin – Platteville with a BSCE in 1991. He has been employed at Strand Associates, Inc., Madison, since 1998. Matt’s duties include business development for the municipal engineering division and addressing risk management issues. In 2007 he was appointed to the Board of Directors at Strand and promoted to Vice President and Corporate Secretary in 2008. He has been a member of WSPE since 1999 and is a Past President of the Southwest Chapter, Co-Chair for the 2005 WSPE Discovery Conference, and has served on the state board as Secretary, VP with Government Affairs Portfolio, and VP with Membership & Member Services Portfolio. Matt is a native of Madison, Wisconsin, graduated from Edgewood High School and UW Platteville, is married to Patricia (Pagenkopf) Richards, and has five children.

Vice President nominee
Tracy L. Pinkowski, P.E. TEG Engineering LLC, Waukesha, WI (Metro Chapter)
Tracy earned her B.S. and M.S. degrees in Civil and Environmental Engineering from the University of Wisconsin-Madison, specializing in Water Resource Engineering. She has over 11 years of experience in hydrologic, hydraulic, and water quality modeling to evaluate drainage, storage, and water quality treatment alternatives, and subsequent storm sewer, detention basin, underground storage, and water quality structure design. Tracy is currently the Principal Engineer of TEG Engineering LLC, and is a registered Professional Engineer in Wisconsin and Illinois. She is also a registered professional hydrologist in Wisconsin. Tracy has served the Waukesha Chapter of WSPE as the Treasurer (two years), Vice-President, President-Elect, President, State Director, and has been a Mathcounts volunteer for many years. She is the current State Vice-President responsible for governmental affairs. Tracy also received the WSPE Waukesha Chapter Young Engineer of the Year award in 2000, and the WSPE State Young Professional Engineer of the Year award in 2001.

Vice President nominee
Chad O'Donnell, P.E. HGA Architects and Engineers, Milwaukee, WI (Metro Chapter)
Chad is a senior structural engineer for Hammel, Green and Abrahamson, Inc. in Milwaukee. He is a registered PE, has more than 14 years of structural engineering experience, and has designed numerous projects of varied size and scope. His areas of expertise include structural steel design and the design of health care facilities. He received his Bachelor of Science degree in Civil and Environmental Engineering from Marquette University and was active in the student chapter of the American Society of Civil Engineers while there, serving as chairman of the concrete canoe team. He is currently President-Elect for the Southeast Wisconsin Branch of the American Society of Civil Engineers, serves on the State Board of WSPE as a Vice President and is a Chapter Director and the Chair of the Education Committee for the Metro Chapter of WSPE. He previously served a 3 year stint as president of the Greater Milwaukee Chapter of the WSPE and recently received the WSPE Metro Chapter Engineer of the Year award for 2008.

Secretary nominee
Angela Hanz, P.E. USDA Rural Development, Stevens Point, WI (Wisconsin Valley Chapter)
Angela is a 1996 graduate from UW-Platteville with a B.S. in Civil Engineering, and is a licensed P.E. in the state of Wisconsin. She worked in the private industry from 1996 until 2004 when she joined USDA Rural Development in Stevens Point as the State Engineer.
Her job responsibilities as State Engineer include administering the water and environmental federal funding program throughout Wisconsin. She is responsible for interfacing with the program applicants, the engineering community, and the regulatory agencies. In the interest of developing the best possible projects, she also reviews, advises, and approves the technical aspects of the projects funded by USDA Rural Development.
Angela became a member of NSPE/WSPE in 2006 and participates in the Wisconsin Valley Chapter of MATHCOUNTS. Angela currently serves as the Young Engineer Representative for WPSE and is also a member of Chi Epsilon.

Treasurer nominee
John M. Parisi, P.E. Foth Production Solutions, Green Bay, WI (Fox River Valley Chapter)
John has a B.S. in Civil Engineering from Lehigh University in Bethlehem, PA. He is currently Vice President with Foth Production Solutions, LLC, where he is responsible for the Operations portion of the business which serves Fortune 100 Companies with High Speed Packaging, Custom Machine Design, Process and Controls services. John has been an active member of NSPE since 1987, both while in Florida prior to his move to Wisconsin in 1993 and since. He has served on several National Committees and Task Forces, including Continuing Education, Strategic Planning, Convention & Meeting Development and Metrics Oversight and has chaired both the Continuing Education and Convention & Meeting Development Task Forces. He has also served on the National PEPP Executive Board as Secretary, Chair-elect, Chair and Past Chair and has chaired numerous PEPP committees. John is currently PEPP's nominee to the House of Delegates and has served as the Interest Group's representative on the Board of Directors as well as sitting on the NSPE Executive Committee for the past two years. He has also served WSPE as Secretary and most recently as a Vice President.
