| Welcome to the June issue of WSPE e-News!
If you recall, last month we were discussing the spring-like weather
and all the orange construction barrels dotting the highways throughout
the state. Well, in just a matter of a few weeks, the weather has changed
to almost summer-like with temperatures well into the 90’s throughout much
of the state. Welcome to Wisconsin!
The following is an update on several key WSPE programs and some issues:
MATHCOUNTS update – Congratulation to the State Team
for finishing in the top third at the Lockheed Martin 23rd National
MATHCOUNTS Competition last month. The competition was held at the
Hyatt Regency Crystal City, Arlington, VA, on Friday, May 12, 2006.

Continued Professional Competency - The Joint
Examining Board of Architects, Landscape Architects and Professional
Engineers has approved draft legislation on Continuing Professional
Competency (CPC); also known as continuing education. The draft
language gives the board authority to promulgate rules for CPC. The
legislation is expected to be introduced during the next legislative
session, in the fall of 2006.
If passed, the legislation allows each section of the board
to promulgate rules for CPC. Rules could include specifics on
quantity, topics, approved courses, record keeping, and other
logistical requirements. Each section would have autonomy to
set their own individual requirements. Each sections' draft
rule will go before the Rules Committee and must be approved
by the Joint Board before they become effective.
NCEES Proposed Model Law changes – The National Council of
Examiners for Engineering and Surveying will be considering
changes to the Model Law to include requirements for additional
education as a prerequisite for licensure beginning in 2015.
(See attached article) NSPE is asking for state societies to
support these proposed changes. Please forward your comments
to WSPE headquarters.
Leadership Meeting will be on Friday, June 23rd at the
Staybridge Suites in Madison. All chapter and state officers
and committee members are encouraged to attend. Please note
that we are still looking for a third Vice President, so if
you are interested in getting involved on the State Board
please let me or another board member know.
Annual Directory – Be on the look out for
the WSPE Annual Directory. It will be out later this month. A

2006 WSPE Leadership Conference – NEW DATE |
|
Attention all current and incoming Chapter and State Officers and Committee Members:
The WSPE Leadership Conference will be held on Friday, June 23rd by Madison.
We will start first thing Friday morning at 8am, and plan to finish up by 12:30pm
at the latest. There will be a social Thursday night at the hotel for those that
come down early, and golfing for those interested Friday afternoon after the meeting.

We have a block of rooms set aside for WSPE members ($89/night)
who would like to drive in on Thursday. If you can spare the evening,
this will be a great opportunity for us to visit / network / catch-up
with each other, and meet some of the new faces in the crowd!
There will be a complimentary social from 5:30-7:30pm offering beer,
wine, soft drinks and food! Networking and complimentary beverages -
it can't get any better than this!!
ALSO... who wants to golf???
Dale Chlebowski will be setting up tee times to start about 1:30pm at
a golf course within 10 minutes of the hotel. Price will be about
$20-$25 (walking).
We will accomplish two primary tasks at this meeting: we will
bring those of you assuming new positions up to speed and we will
set our goals to move forward in the next year. To do this requires
current outgoing leaders to attend to transfer your know-how and
experience to those taking over your previous position. This makes
your efforts over the last year(s) even more meaningful by having
them continued and advanced rather than being lost and forgotten.
And for those assuming new positions or continuing on, this
is your opportunity to learn exactly what your roles, responsibilities
and goals are for upcoming year. This will make your time and
effort productive and meaningful, making a valuable contribution
that moves your organization and profession forward rather than
wasting time repeating what someone already did, or becoming
stressed from not knowing what to do and getting behind. Having
a clear picture of what we want to accomplish, and what each of
us is going to do towards those goals will make the year enjoyable
and exciting.
Please plan on attending June 24th! Anyone interested in
becoming involved is welcome to attend.

NCEES proposal for Model Law Changes for Additional Education |
|
The National Council of Examiners for Engineering and Surveying (NCEES)
will consider changes to the Model Law at their annual meeting in September
to include requirements for additional education as a prerequisite for licensure,
beginning in 2015.
NSPE is requesting support from state societies on this issue.
The following wording to the Model Law Section 130.10 will be proposed
at the NCEES annual meeting in September:
Licensure by Examination (Effective January 1, 2015)
The following individuals shall be admitted to an 8-hour
written examination in the principles and practice of
engineering:
- An engineer intern with a bachelor’s degree, with an
additional 30 credits of acceptable upper-level undergraduate
or graduate-level coursework from approved course providers,
and with a specific record of an additional 4 years or more
of progressive experience on engineering projects of a grade
and a character which indicate to the board that the applicant
may be competent to practice engineering.
- An engineer intern with a master’s degree in engineering
from a institution that offers EAC/ABET-accredited programs,
or the equivalent, and with a specific record of an additional
3 years or more of progressive experience on engineering projects
of a grade and a character which indicate to the board that the
applicant may be competent to practice engineering.
- An engineer intern with a doctorate in engineering acceptable
to the board and with a specific record of an additional 2 years
or more of progressive experience on engineering projects of a
grade and a character which indicate to the board that the
applicant may be competent to practice engineering.
- An individual with a doctorate in engineering acceptable
to the board and with a specific record of an additional 4
years or more of progressive experience on engineering projects
of a grade and a character which indicate to the board that the
applicant may be competent to practice engineering.

MATHCOUNTS |
|
The Lockheed Martin 23rd National MATHCOUNTS Competition
was held at the Hyatt Regency Crystal City, Arlington, VA,
on Friday, May 12, 2006. While the Wisconsin Team finished
in the top third of 57 teams participating, Virginia Team
finished first, Washington Team second and Indiana Team third.

| The Wisconsin Society of Professional Engineers is publishing a special
edition of the 2006 WSPE Membership Directory. The directory will be mailed
to member's the week of June 12th. Be sure to watch for the arrival of your

Youth Summer Camps Offered |
|
Youth Summer Camps are being offered by the
South Dakota School of Mines & Technology. They include "Socket to Me!
Computer Science & Engineering Camp" and "STEPS Engineering Camp for Girls"
Following is information on Youth Summer Camps offered by the
South Dakota School of Mines & Technology. These camps are all residential,
and students will stay in the dorms on the School of Mines campus in
Rapid City, SD. I would really appreciate it if you could include this
information in your newsletters, Web sites, member e-mails, etc. Thank
you for your help!
Democracy Camp
June 11-16 • (Grades 7-9)
This camp focuses on the role of state and local governments
in the U.S. federal system. The curriculum involves middle
grade students in fun learning activities with the help of
teachers.
Socket to Me! Computer Science & Engineering Camp
Girls: June 18-23 • Boys: June 25-30 • (Grades 7-10)
If all things computer interest you, then Socket to Me
is the camp for you! This camp provides a hands-on
computer science and engineering experience in a fun
camp format.
STEPS Engineering Camp for Girls
July 9-14 • (Grades 6-9)
Science Technology Engineering Preview Summer Camp (STEPS)
is a one-week introduction to the world of technology and
engineering. Students will also explore science and
engineering topics such as materials, clean manufacturing,
CAD and team building.
Geology Field Camp
July 30 – August 4 • (Grades 9-12)
Through daily field trips, participants in Geology Field Camp
will learn an introduction to rocks, how rocks form, and gold
panning. Field trip locations include The Mammoth Site and
The Black Hills Institute to see mammoths, T-rex, and other
fossils.
Space Camp
July 30 – August 4 • (Grades 9-12)
Students at this week-long, co-ed, residential camp will explore
things such as the birth of the universe, the life cycle of stars,
black holes, time travel, satellites, and global positioning.
Participants will also build and launch a model rocket.

National E-week Future City Competition |
|
The National Engineers Week Future City Competition seeks engineers from
every field to volunteer this fall and winter to introduce middle school
students across the nation to a career in engineering. Since its founding in
1992, the educational program has made engineering come alive for hundreds of
thousands of students. For more information on becoming a volunteer mentor,

WSPE Member Insurance Benefits |
|
WSPE is always looking for ways to bring added value to our members. One
way we can do this is to enter into agreements with vendors offering group
discounts on their products, such as insurance. There is usually a mutual
benefit involved, with the vendor being allowed to get word to our
membership about their products and services while WSPE members receive the
group discounts and WSPE receives a small percentage (usually 1% to 2%) of
the sales generated. We would like to hear from our WSPE members about
whether or not you would be interested in these types of programs if they
were offered.
We understand that nobody wants to be bombarded by more
offers by mail, email, or phone, so we would not allow that type of
marketing. We are currently considering an offer from an insurance company
offering discounted auto (15%) and home/renters (5%) insurance. Marketing
would consist of, at a minimum, a link on the WSPE website, information in
the WSPE eNewsletter, and possibly allowing representatives to attend WSPE
events, such as the Discovery Conference, to display and discuss their

indicating either YES, you would be interested in programs like this, or NO,
you would not be interested in programs like this. We would also welcome
any comments you would like to provide.
Your input will be extremely valuable in providing direction to the
State Board regarding whether or not to consider future offers of group
